A small OKB-31, headed by A.S. Moskalev.A.S. Moskalev chose an unconventional layout of the fighter – a two-boom configuration with two engines mounted along the axis of the aircraft, and the cockpit between them. He came to the conclusion that in order to reduce drag, small engines need to be installed so that they fit into the dimensions of the cab.It was decided to install a French two-row water-cooled engine Renault “Bengali-6” (Soviet name – MV-6) with a capacity of 220 hp on the projected aircraft, for the production of which a license was purchased. Carefully performed calculations of strength and aerodynamic properties, a comprehensive analysis of possible weight and geometric characteristics and corresponding loads showed that even with a total engine power of only 440 hp. the fighter of the chosen scheme can show a speed of over 600 km / h.A.S. Moskalev used an original aerodynamic configuration of a single-seat fighter, a two-boom, which had not been previously seen in the Soviet aircraft industry.At the beginning of 1940, an experimental vehicle was built, which received the designation CAM-13. The aircraft had a timber structure and plywood sheathing. In cross-section, the fuselage was minimal. The wing area was; only 9 sq. To reduce drag, all surfaces of the aircraft were carefully polished. The tail unit was attached between the beams. Ailerons, elevators and rudders had aerodynamic and weight compensation. The landing gear of the fighter was retractable. At the same time, a nose wheel with a damper was used for the first time.In the summer of 1940, aerodynamic studies of the CAM-13 model were carried out, which confirmed the main parameters of the aircraft and a full-size model was built to link the main units and equipment. Due to the small size of the aircraft, the armament, consisting of four ShKAS machine guns, had to be placed in fairings in the area of attachment of the tail booms to the wing.The first prototype SAM-13 was completed on November 9, 1940. At this time, the second prototype was under construction. Factory tests began in Voronezh in the second half of 1940. Pilot ND Fikson flew, who, even with the landing gear not completely retracted, managed to reach the flight speed values within the range of 520-560 km / h. Further tests were interrupted at the direction of the Deputy People’s Commissar of the Aviation Industry A.S. Yakovlev. SAM-13 was transported to Moscow for carrying out in TsAGI first full-scale blowing in a wind tunnel, and then flutter tests of the wing. In the spring of 1941, all further work on the SAM-13 aircraft ceased. Moskalev claims in his memoirs that this was done at the direction of A.S.
